CVCC Professional Staff Association
July 20, 2000

Members Present: LaDonna Goodson, Judy Barkley, Sandie Loyer, Connie Frye, Anne Williams, Sue Asp, Richard Smith, Sallie Neville-Merritt, Jim Payne, Harry Cooke, John Beall. Also attending was Dr. Coy Hudson.
President LaDonna Goodson called the meeting to order at 2:00 PM.
Compensation Issues
LaDonna invited Dr. Dunbar to address the group on: 1) the PAS letter sent to the county requesting performance pay, and; 2) state pay raises. Dr. Dunbar was out-of-town and sent Dr. Coy Hudson to meet with the group. Dr. Hudson reviewed the memorandum of July 18, 2000 that notified staff and faculty of a 4.2% minimum across-the-board raise, plus a $500 one-time bonus. Dr. Hudson did not know whether the 4.2% increase will be applied just to state portions of blended salaries or applied to the entire salary.
The college will face a state budget of approximately $250,000 less than last fiscal year due to lower FTE's in the last three years. It was not clear whether this comparison was made before or after last year's flood reversion. The new budget will include approximately $200,000 for summer school funding.
The question was raised about what the college is planning to do to increase FTE's. Dr. Hudson responded that Dr. White is requiring a percentage increase in each program this fall.
Dr. Hudson reported that the county did not provide specific funding for performance pay for employees other than faculty. The operating funds received by the county are insufficient to provide performance pay for employees other than faculty. Dr. Hudson was not aware of how this year's county appropriation differed from last year's.
Secretary's Report
The minutes from the April 6, 2000 PSA meeting stand approved as submitted.
Amendments to the Constitution/By-Laws
The two proposed amendments to the Constitution/By-Law of the Professional Staff Association, shown below, were reviewed.
Article II. Purpose
Current: Section 1. Purpose of this organization will be to foster cooperation with the administration and faculty in attaining the college's goals and to further the role of the professional staff in recommending and implementing policy concerning professional staff affairs.
Proposed (Proposed changes shown in italics) : The purpose of this organization will be to foster cooperation with the administration , and faculty and staff in attaining the college's goals and to further the role of the professional staff in recommending and implementing policy concerning professional staff affairs.
Article III. Membership
Current Section 1. Membership in this organization is open to all full-time salaried professional members of the staff of Catawba Valley Community College who are not members of the Administrative Council and are exempt from wage and hour laws.
Proposed (Proposed changes shown in italics) Section 2. Membership dues are $5 per year (October 1 - September 30) .
NOTE: The Executive Committee intends for dues to be used to pay for such things as paper (letterhead), envelopes and postage expenses that have, up to now, come from the President's personal funds.
The amendment to Article II. Purpose was passed on a motion made by John Beall and seconded by Harry Cooke. The amendment to Article III. Membership was passed on a motion by Harry Cooke and seconded by Richard Smith. The full membership will be asked to vote on the amendments via an electronic ballot that will be circulated by the Secretary.
Statewide Professional Staff Representation
LaDonna reported that the Student Development Personnel Association passed a resolution asking for professional staff to be considered on level with faculty for state raises. Following discussion, it was suggested that CVCC PSA take the initiative to invite presidents of the various staff professional organizations to meet at one or more of the large fall community college conferences (Instructors Conference, Adult Educators Association, etc.) to discuss formation of a statewide organization. The Statewide Faculty Association has agreed to assist a staff organization with web page space. LaDonna and Anne Williams will pursue this.
Annual Review
LaDonna reviewed highlights of the past year, which included:
- Communicating with legislators on pay issues, including meeting with Mitchell Setzer;
- Meeting with CVCC Board of Trustees regarding performance pay;
- Writing Tom Lundy and Catawba County Commissioners regarding performance pay, and;
- Meeting with Mike Kidd regarding job ads, contracts and other issues.
Task Forces
Following discussion, the membership determined to form a new task force examining strategies for achieving pay equity with the faculty. Karen Less was suggested as potential chairperson. It was noted that the CVCC Faculty Senate has expressed willingness to work with PSA and the Support Staff group on county performance pay for all. A suggested task force examining leave policies was not endorsed by the membership.
Nominating Committee
La Donna appointed Sue Asp as chairperson of the PSA Nominating Committee. Jim Payne and Anne Williams volunteered to serve on the committee. The committee is charged with bringing nominations for President Elect, Secretary/Treasurer and two members at-large.
Goals 2000-01
The membership asked the Executive Committee to make recommendations for goals at the next meeting. The PSA new year commences in October.
Other Business
PSA goes on record as calling for a cohesive, comprehensive plan for moving the college forward was discussed. The group wondered what it could do as an organization to assist.
Next Meeting
The next membership meeting will be Thursday, October 19, 2000, 2:00 PM on Main Campus. Exact location will be announced later.
